US Agricultural Producers Claim Trump's $12 Billion Package Doesn't Go Far Enough to Counteract Trade War Damage

Despite a pledged $12bn relief plan, many American agricultural producers argue the support is not enough to stop a wave of expected agricultural failures this year.

Mounting Fiscal Strain for Row-Crop Producers

Grain farmers, specifically soya bean growers, have been hardest impacted by tariff hikes stemming from the Trump administration's trade agenda. China, which acquired a majority of US soya bean exports last year, reduced imports amid the trade war.

But, industry analysts observe that the one-time bridge payments fail to resolve long-term fiscal problems. Rising operating expenses and lower crop prices have afflicted producers for multiple years. Data from agricultural groups, US row-crop producers have incurred tens of billions in financial losses before any aid is accounted for.

"An aid package that supplies about $50 an acre is insufficient to prevent the numerous of family farms that face bankruptcy before the end of the calendar year," said one regional agricultural association president.

Expanding Financial Fallout

The fiscal stress extends beyond the farm gate. Large agricultural equipment makers have also projected sizable negative impacts due to the trade environment. This constitutes the second time in the past several administrations that major taxpayer support has been directed to the farm economy during trade-related challenges.

Meanwhile, agricultural credit standards have weakened, as reported by central bank data. Reduced farm income has eroded financial flexibility and raised the need for credit as producers look ahead to the upcoming growing season.

Tough Decisions for the Upcoming Planting Season

Looking at bleak economic outlooks, many growers are making crop choices based on limiting deficits rather than achieving profitability. For some, this means choosing commodities like soya beans, which are lower-cost to plant and demand less resources, even if international markets is lower.

"It is practically a repeat of last year, only with worse conditions," explained one veteran producer from the Midwest, whose operation has operated at a loss for several harvests.

Possible Avenues for Improvement

In the future, industry analysts note that the farm economy could improve under specific critical conditions:

  • Renewed Export Purchases: A major increase of agricultural exports by China.
  • Increased US Renewable Fuel Mandates: Proposed regulatory changes that would raise demand for crops like corn within the US.

Included in the government's promised long-term support framework may involve an expansion in renewable fuels under federal regulations. An increase would provide a more stable domestic market for agricultural commodities.

"Should those two events occur, then I think that we could move toward mending the farm economy and move in a positive direction," said one chief commodities economist.
